Stages of the political plan (1/3)

A. Cancellation of the Oslo Accords

The State of Israel will formally decide and them formally announce to the Palestinian Authority and the Quartet (the United States, the European Union, the United Nations and Russia)[9] the complete cancellation of the Oslo Accords and all its derivatives and the restoration of the legal situation in Judea, Samaria, and Gaza to its original state before the accords. Israel will attach to this declaration concrete and detailed proof that the agreements have been materially violated by the other side since their inception, that the other side never intended to end the conflict and live in peace with Israel, and that it is Israel's right, and even its duty for the sake of its security, to nullify them[10].

Thus, the status of all members of the PLO and of the PA along with their various "security" organizations will be restored, from Israel's point of view, to the status of terrorists, similar to the status of Hamas members today.

B. An offer to all the terrorists for a dignified withdrawal

In order to save bloodshed, Israel will offer every person in Judea, Samaria, and Gaza who wants to continue fighting against it, or who wants to continue carrying "Palestinian" weapons or is unwilling to live under Israeli control, honorable withdrawal, with his weapons[11] and his family, in a similar way in which thousands of PLO terrorists withdrew from Beirut[12] at the end of the First Lebanon War. Then they withdrew from Beirut in an orderly fashion, and under Israeli and international guarantees for their safe departure.

The GSS will review the lists of those who leave and will hand over to the terrorist organizations a list of wanted persons who are not on the lists of those leaving, if any, and whom Israel intends to arrest or liquidate after the agreed withdrawal due to the danger they present, and will be offered the chance to leave safely while they can.

Israel will use this opportunity of an agreed withdrawal of the enemy abroad in order to release and expel the security prisoners in our jails The release of the prisoners and their expulsion from Israel is proposed here only as part of a process of resolution in which Israel will finally end 50 years of non-resolution on its part. The release will be subject to lists compiled by the Shin Bet. There may be prisoners who will be deported even if they wish to remain in prison, and there may be prisoners whose request to leave is denied, in both cases due to the danger they present.

After this agreed withdrawal, any person in Judea, Samaria and Gaza who fights against Israel, with weapons or incitement or other prohibited activity, or who carries weapons that are not authorized by Israel, will be considered a terrorist.

In the meantime, the IDF, the GSS security service, and the rest of our security and government agencies will complete their preparations for a complete Israeli reoccupation of all the territories of Judea, Samaria, and Gaza that are not already under our full control.

It should be noted that, as with any military operation, it is not necessary that the plan be implemented immediately after the establishment of a government in Israel, or that it be carried out all at once. Operational and practical considerations, and of course the safety and security of our citizens and soldiers, may postpone the beginning of each stage of the program to a suitable time, or divide execution into different regions in favor of the principle of concentration of effort, and so on.

C. The return of Israeli military and security control throughout the territory

The IDF, with the assistance of the other security forces, will re-take control of all of Judea, Samaria, and Gaza. In addition to the substantive step described above, of a dignified withdrawal proposal aimed at saving bloodshed, Israel will do everything in its power to reduce unnecessary bloodshed of the Arab residents of Judea, Samaria, and Gaza during and after the takeover, and to prevent a humanitarian disaster (drinking water supply, etc.). But in any case, this is a state of war, and the security of our citizens and soldiers precedes any other consideration.

In the reoccupation and after it, all terror elements that remain in the area will be liquidated, expelled or imprisoned. All terrorist facilities will be destroyed and comprehensive searches will be carried out to locate weapons, tunnels, incitement materials, etc. At the end of the operation, no sovereign or armed entity will remain between the Jordan River and the sea except for the State of Israel.

D. Application of Israeli sovereignty

Full Israeli sovereignty will immediately be applied to the entire liberated area. The application of sovereignty shall be effected in accordance with the Law "Jurisdiction and Powers" enacted by the First Knesset shortly after the establishment of the State. This law already established explicitly both the moral justification and the procedure for the application of Israel's sovereignty over parts of the Land of Israel that were returned by the IDF to the control of the Jewish people:

"Any law that applies to the entire State of Israel will appear to apply to all territory that includes both the territory of the State of Israel and any part of the Land of Israel that the Minister of Defense has defined in the manifest as being held by the Israel Defense Forces."

Alongside the application of Israel's sovereignty over all of Judea and Samaria, the application of Israeli law in East Jerusalem, which was made under the "Law and Administration" Law, and the application of Israeli law in the Golan Heights, which was made under the "Golan Heights" law – two decisions that were essentially arbitrary, without explicit moral justification, will be replaced with the "Jurisdiction and Powers" law, which regulates the application of Israeli sovereignty over parts of the Land of Israel, our own land.

Immediately upon completion of the security takeover, police stations and other symbols of Israeli sovereignty will be established in every city and village in Judea, Samaria and Gaza, and every Israeli citizen will be allowed to move freely in any public space. The Arab residents will receive a Israeli temporary resident card. They will be able to choose their municipal leadership and pay their municipal taxes, and Israel will neither collect taxes from them nor provide them with services other than maintaining security, as in any other place in Israel, and Israeli health services, which will be paid at full cost. Existing Arab local health bodies, such as the Red Crescent, will, of course, be allowed to continue to operate.


[9] The Quartet is a body overseeing the "Oslo process" that was established in 2002 with Israel's agreement following the failure of the process up until then. The process continues to fail, but the announcement of its termination and its cancellation will also have to be officially made to the Quartet.
