Part Seven - The Diplomatic Plan - Making Israel a Jewish State
Israel's foreign policy
The State of Israel will strive in the international arena to implement the promise "and though you, all the families of the earth will be blessed." There is a special expectation of Israel, the state of the People of the Bible, that alongside its integration into the forefront of the technologically advanced countries, it will also be a moral example, "a light unto the nations" – to a confused world and to cultures which are declining rapidly.
Foreign policy will build Israel's image in a way opposite to that which it has done up until now. Instead of a country that seeks legitimacy from the nations, and unsuccessfully explains a policy that is very difficult to explain[22], Israel must be a country that proclaims a moral path to humanity, a state of the People of the Bible which legitimizes moral conduct and negates the legitimacy of countries that do not act according to it.
Israel's foreign policy will operate according to the following principles:
Cooperation and Development – Israel will strive to develop trade relations and technological, economic, and cultural cooperation with all countries of the world, without compromising its principles. Israel will act to help developing countries develop their human capital without creating dependence on the help. Israel will develop infrastructure to better utilize its geographical location at the crossroads of the maritime and land trade routes of Asia-Europe-Africa. We believe that the success of one country need not come at the expense of another, and that the condition for our continued prosperity is the prosperity of other countries in the world market.
Respect for national sovereignty – Israel will respect the right of states and peoples to choose their preferred governance without external interference. Israel will refrain from interfering in the internal politics or conflicts of countries unless their regimes ask Israel to give them advice or mediation. This principle applies as long as the other state does not interfere on its part in Israel.
Reciprocity – Just as Israel respects the sovereignty of other countries, it will demand that they honor its sovereignty[23]. Interference by foreign countries in Israel through Israeli organizations or terrorist groups will oblige the State of Israel to respond accordingly.
A moral example – Israel will condemn violations of human rights in the world[24]. Israel will not export arms and military know-how to countries that use weapons to violate human rights[25], and will strive to reduce cooperation with regimes that violate human rights[26].
The State of the Jewish People – Israel is the state of the entire Jewish people, in Zion and in exile. Israel will act not only to strengthen ties with Diaspora Jewry, but to encourage the immigration of individuals, families and communities, in order to complete the return to Zion.
[22] 50 years of Israel's failure to exercise its sovereignty in the heart of our country, in Judea and Samaria, have destroyed any chance of successful Israeli public relations.
[23] Among other things, Israel will expect the countries of the world to transfer their embassies in Israel to Jerusalem.
[24] For example, Israel will call on the Chinese government to stop killing prisoners for the purpose of organ harvesting, a phenomenon which, according to the US House of Representatives' announcement of 13 June 2016, continues.
[25] Today it is mainly Israeli defense exports to Africa. This are only a few percent of our security exports, which are used not for state protection but for internal control and oppression.
[26] Exporting arms to countries with tyrannical regimes is in part the result of Israel's "alliance" with the American arms industry, which forces us to trade with countries whose trade with us does not threaten American hegemony in the global arms market. Once liberated from the grip of American industry, we will be able to trade arms with other countries anyway. For example, the US ban on the export of interceptor missiles from Israel to Poland, a US ally, a ban that caused Poland to purchase such missiles from the United States.
